Every public purchase of medical consumables, from a box of gloves bought directly to a one-year framework agreement, is described by a CPV code. The code helps suppliers find the notice and appears in the contracting authority's reports. A code that is too general or wrong makes the purchase harder to find and to track.
This guide explains what CPV is, how to read a code and which official codes apply to the main families of medical consumables. Codes and names are taken from Annex I of Regulation (EC) No 213/2008 as published in the Official Journal of the European Union. Romanian names are given in italics where buyers will meet them in SEAP. The purchase thresholds are those in Romanian Law 98/2016, in the consolidated version on the legislative portal.
What CPV is and where it comes from
Romanian Law 98/2016 on public procurement defines CPV as "the reference nomenclature for public procurement", adopted by Regulation (EC) No 2195/2002 (Article 3(1)(r)). The nomenclature was revised by Regulation (EC) No 213/2008, which replaced Annex I of the original regulation and has applied since 15 September 2008. The revision made the vocabulary product-oriented rather than material-oriented.
SEAP is the name used in the law for the electronic public procurement system, used for award procedures and for publishing notices nationally. The platform it runs on, at e-licitatie.ro, is known as SICAP.

How to read a CPV code
The main vocabulary has a tree structure. The first two digits give the division, the first three the group, the first four the class and the first five the category; each of the last three digits adds precision. The ninth digit, after the hyphen, verifies the preceding digits. This is how you reach the code for syringes:
| Level | Code | Official name (EN / RO) |
| Division | 33000000-0 | Medical equipments, pharmaceuticals and personal care products / Echipamente medicale, produse farmaceutice și produse de îngrijire personală |
| Group | 33100000-1 | Medical equipments / Echipamente medicale |
| Class | 33140000-3 | Medical consumables / Medical supplies |
| Final code | 33141310-6 | Syringes / Seringi |
The check digit mattersA code is always written with the digit after the hyphen. A code with the wrong check digit no longer matches the nomenclature, even if the first eight digits are correct.

The nomenclature has no code for examination gloves and no separate code for paper-plastic pouches; the closest codes are those in the table. The final choice of code rests with the contracting authority. English names follow the English version of the regulation, which sometimes differs from the Romanian one: 33141118-0 is "Wipes" in English and "Comprese de tifon" (gauze swabs) in Romanian.
The supplementary vocabulary: sterile, single-use
The supplementary vocabulary adds attributes to the description of the subject. The code has a letter for the section, a letter for the group and three digits, the last being the check digit. For medical consumables the most useful are:
CA55-5 attributeSterile (Steril).
CA56-8 attributeNon-sterile (Nesteril).
CA66-8 attributeSingle-use (De unică folosință).
LA23-9 and LA16-8 purposeFor medical use; For hospital use (Cu utilizare medicală; Pentru spital).
How to choose the right code
- Start from the product, not the materialThe 2008 revision made the nomenclature product-oriented: "Syringes", not "plastic articles".
- Go down to the most precise code that covers the whole lotA lot made up only of syringes gets the syringe code, not the consumables class code.
- Keep different families apartWhen a lot mixes dressings, syringes and gloves, each family has its own code, and 33140000-3 remains the general description.
- Add the attributesSterile, non-sterile or single-use, from the supplementary vocabulary.
- Check the code against the official listIncluding the check digit, in Annex I of Regulation (EC) No 213/2008.
leiLaw 98/2016, Article 7
Direct purchase: the thresholds for goods
A contracting authority may buy goods directly if the estimated value of the purchase, excluding VAT, is below 270,120 lei (Article 7(5)). Within this threshold, the law sets different steps by value (Article 7(7)):
| Estimated value, excluding VAT | What the contracting authority may do |
| Below 9,000 lei | Pay directly on the basis of the legal commitment, without prior acceptance of an offer |
| Up to and including 140,000 lei | Buy on the basis of a single offer |
| Over 140,000 and up to 200,000 lei | Consult at least three economic operators; if only one valid offer is received, the purchase may go ahead |
| Over 200,000 and below 270,120 lei | Use the SEAP electronic catalog or publish a notice with the description of the goods |
| From 270,120 lei | No direct purchase: below the EU threshold a simplified procedure applies (Article 7(2)) |
The EU threshold for supply contracts, above which the notice is published in the Official Journal of the European Union, is 698,460 lei from 1 January 2026, or 1,077,624 lei for local authorities and the institutions under them. In addition, the authority sends a quarterly notification to SEAP listing its direct purchases, with subject, quantity, value and CPV code, except those made through the electronic catalog (Article 7(8)).
What Romanian health rules require for some products
When drafting technical specifications, it helps to know what Romanian health legislation already requires for a few product families:
- Sharps containers: tested to SR 13481/2003 or other European standards, with temporary and final closure (rules approved by Ministry of Health Order 1226/2012, Article 18).
- Packaging for hazardous waste: certification and test documents, UN-standard marking and ADR compliance (same act, Article 28).
- Sterilization packaging materials: compliant with EN 868 and EN ISO 11607 (rules approved by Ministry of Health Order 1761/2021, Article 41).
- Autoclaves: EN 13060 for small capacity and EN 285 for large capacity (same act, Article 47).
- Car first aid kits: the minimum contents set by Ministry of Health Order 987/2007.
